So a guy in Philly shoots video of water shooting from the top of One Liberty Place in downtown Philadelphia and he posts it to Twitter.

There was just a TON of water pouring out the top of One Liberty Place. Continues for like 5 mins. Anyone have info? pic.twitter.com/IlyRog7044
