I think we are being a bit redundant here.

If it was an officer-involved shooting, yes the man was shot. That’s what usually happens in a shooting.

How about “Man Shot in Incident with Police”? Or, “Man Shot by Police Officer”?

Both are a shorter lower third and it takes out the redundancy.
